Russell Levan: Outstanding Volunteer Award
Russell Levan is recognized as Outstanding Volunteer by California State Senator Catherine Blakespear.
For more than three decades, Russell Levan has been a driving force for environmental leadership and innovation in Encinitas. Through steady, hands-on volunteering and long-term vision, he has shaped local sustainability efforts in waste reduction, green infrastructure, environmental education, and resource conservation, delivering lasting benefits to both the community and the environment.
Russell helped launch one of the nation’s first recycled products cooperatives and supported early recycling efforts at community events. As a member of the City of Encinitas Environmental Commission, he consistently advocated for a more walkable and bikeable city, promoting transportation choices that improve public health, reduce emissions, and strengthen neighborhood connectivity.
He has also advanced urban forestry through leadership in Encinitas Arbor Day initiatives and developed the city’s first sustainable take-out container and Styrofoam alternative reference list, a model later replicated by other municipalities. In environmental education, Russell led the region’s first comprehensive green school initiative, helping the Encinitas Union School District become California’s first Green Ribbon district.
Today, as Board President of Solana Center for Environmental Innovation, Russell continues to volunteer to support programs that reduce waste, prevent food waste, expand composting, and deliver practical climate solutions. From beautification projects to community event tabling to on-site repairs, Russell is one of our most dedicated volunteers and is invaluable to the operation of our organization.
